Carol was born with the birth name of Carrollon Ann McElrath on December 11, 1944 in Washington, DC. She later changed her name to Carol Ann McElrath. She was the daughter of the late Mary Rebecca Jett and Theodore McElrath. Upon the Union of the late Lloyd and Rebecca Rollins, she was raised in their home along with her three siblings. Carol accepted Christ at a young age when she joined Matthews Memorial Baptist Church in Anacostia, Washington, DC. She was also on the youth choir. Later in life, she then joined Mount Pleasant Baptist Church where she was a faithful member. She served as an Assistant Secretary and entered into the Discipleship Studies Program while at Mount Pleasant. She would often greet the church with these words: “Greetings Church. We are glad you came to visit us, the Mt. Pleasant Family under the leadership of Pastor Reverend Terry D Streeter. We want to welcome you and hope that something will be said to you that will help you join our family here today. Have a Blessed Day!” Carol grew up in Barry Farms and attended her education within the District of Columbia Public School Systems. She attended Birnie Elementary, Douglas Junior High, and graduated in 1962 in the first graduating class conducted at Ballou High School. Later on in life to assist with upward movement for promotions in the federal government, she furthered her education at Strayer University and the University of the District of Columbia (UDC).
