Carl Dennis Jones

Carl Dennis Jones, the youngest of four children, was born on January 1, 1940, to the late Robert Washington and Nannie (Jeffries) Jones. He was born and raised in Demopolis, AL. In his youth, Carl worked alongside his father in the family construction business and assisted his mother in her grocery store. 

In 1958, Carl enrolled in the Civil Engineering Program at Howard University, where he earned his B.S. degree in 1963. He later served in the U.S. Army Reserves until 1966. In 1964, he married the love of his life, Dorothy Oden Jones, who preceded him in death. Together, they had one beloved son, Jason Carl Jones. Carl and Dorothy made their home in Upper Marlboro, Maryland, where they lived for over 40 years, surrounded by family, friends, and a thriving community.

Carl had a long and illustrious career as a civil engineer. His professional journey began with the Redevelopment Land Agency (RLA) in Washington, D.C., where he worked until 1969. From 1969 to 1971, he was a Senior Grants Management Engineer with the U.S. Department of Transportation. In 1972, he co-founded Jones and Artis Construction Company with his partner, James Artis. The company played a significant role in the development of a tunnel under South Dakota Avenue, stretching from Bladensburg Road to the Anacostia River. Later, Jones and Artis Construction was selected by the Corps of Engineers to underpin the foundation of the George Washington Memorial Parkway, just south of the Capital Beltway.

Carl was the first minority contractor for the DC Metro. He later founded Prince George’s Contractors, an award-winning hot-mix asphalt paving company responsible for numerous projects in the D.C. Metropolitan region, including the Woodrow Wilson Bridge, Reagan National Airport, and parts of the Capital Beltway. In 1984, he began Potomac Technologies, which provided wastewater composting and disposal services, primarily at DCWASA’s Blue Plains Wastewater Treatment Plant. He also started CDT Inc., a foundational engineering and soil testing firm, in 1991, and Jabb II, a biosolids use and distribution company. In 2007, Carl and his son Jason became equity partners in three buildings at National Harbor. Carl concluded his career by founding Monumental Concrete, LLC, a ready-mix concrete company in partnership with Chaney Enterprises. This company was responsible for providing services for critical structures throughout the District and Maryland suburbs, including the recently completed Frederick Douglass Memorial Bridge.

Carl was a member of the Maryland Minority Contractors Association, the National Society of Professional Engineers, and served on the board of directors for the Mission of Love Charitable Organization. He was the recipient of numerous awards, including the Reginald F. Lewis Lifetime Achievement Award. Carl retired in April 2024, which marked the conclusion of a career that spanned more than 5 ½ decades, with immense contributions to the Washington, D.C., regional infrastructure, economy, and the mentorship of future leaders.

On December 16, 2024, just two weeks shy of his 85th birthday, Carl was called Home by God to be beside his wife, Dorothy Oden Jones, as well as family and friends who preceded him, including his parents, Robert and Nannie, and his brothers, Robert Jr. and Charles. Carl leaves to cherish his memory his loving son, Jason Carl Jones; his sister, Nannette Jones Mann (Thomas), of Leonardo, NJ; cousin, Dr. Herbert (Bess) Jones, of Atlanta, GA; his devoted personal assistant and caretaker, Jose Mateo Vargas (Angelica); and a host of nieces, nephews, cousins, and friends.

Carl's legacy is one of service, dedication, and love for his family. His passing leaves a profound emptiness, but his memory will live on in the hearts of those who knew him. May Carl rest in peace on Earth and “Press On” in Heaven.
