James Winfield Proctor Jr. (“Jim,” “Stumpy,” “Pop”) was born November 21, 1937, in Washington, D.C., and entered eternal rest on March 25, 2026.

Raised in Clinton, Maryland, he was educated in D.C. and Prince George’s County, MD schools and graduated from Frederick Douglass High School – Class of 1955. He married his beloved wife, Mary Launice (Swann) Proctor, in 1959, and together they raised two children, Michael Anthony Proctor (Belinda; Chantal (Deceased)) and Maria Bernadette (Proctor) Rubenstein (David).

Jim worked for several local businesses before serving many years as a bus driver with Prince George’s County Public Schools. A gifted and knowledgeable craftsman, builder, and handyman, he built his family home, reflecting his ingenuity and dedication. He was known for his fine woodworking, especially the wooden clocks and lamps he carefully crafted, and for his lifelong love of collecting tools and gadgets.

He was a devoted family man who enjoyed simple pleasures—peanut butter and jelly sandwiches, Maryland blue crabs, Washington Commander (formerly Redskins) football, and time spent playing games with loved ones. Known for arriving early, keeping things in order, and doing things his own way, Jim’s personality was as memorable as it was sincere. Those who knew him understood his actions were always rooted in love.

He leaves to cherish his memory, his two children, four grandchildren, six great-grandchildren, five siblings, and a host of extended family and friends. He is reunited in heaven with his beloved wife and loved ones who preceded him. Jim will be deeply missed, and his legacy of love, strength, and dedication will live on.
