Joseph “Peppe” Quattrone, 90, formerly of Steubenville, Ohio, and Clinton, Maryland, passed away on
June 29, 2024, in Charlotte, North Carolina.
He was born in Archi, Reggio Calabria, Italy, on February 10, 1934, to the late Francesco and Teresa
(Pustorino) Quattrone. He was preceded in death by his wife, Rita V. (Augustinowicz) Quattrone; brothers
Frank and John; sisters Giovanna and Maria. He is survived by his son Frank J. Quattrone (Gloria),
grandsons Jayden and Evan Quattrone and numerous loving nieces, nephews, great and great-great
nieces and nephews.
When Joe immigrated to the United States in 1953, he joined the Air Force and soon thereafter was
honorably discharged. He later worked for his uncle and brother at the Baron Cafe in Steubenville, Ohio
(alongside Italian-Americans like Dino Crocetti (Dean Martin). Soon thereafter he moved to the
Washington, DC area.
After relocating to the DC area, Joe had several different professions. He worked with a friend at a pizza
shop, he owned a small café on Good Hope Road in Washington, DC, he was a tile setter, he was also an
Auxiliary Police Officer in Maryland, worked at Andrews AFB in the barber shop and then in March 1970,
he began what would soon become the work he would do for many years. He soon would become
known as Joe the Barber, serving as the US House of Representatives Barber in the Rayburn House
Office Building on Capitol Hill. Over his 52+ years of service, Joe was considered by many media sources
and Congressional leaders to be “an institution” and whose “fans cross party lines” as “the Barber of the
Hill”
There were many heads of hair he cut, including US Presidents, Vice Presidents, Speakers of the House,
diplomats, and countless Congressional representatives, and no one that left his chair didn’t feel like a
member of his most special friends. Many administrations came and went before Joe retired in August
2022 and most remember his advice, on how to make it on Capitol Hill, “keep your eyes open, your ears
open and your mouth shut then you’ll be here as long as you want to be.”
